Theme: Medical Doctors Migration and Health System Development in South East Asia:

Implication for Medical Doctors and Specialists Education

Rational

global healthGlobally, borderless medical services have been taking place since years . In 2015, the ASEAN Economic Community will be implemented. In that year, it is forecasted that the health service is more borderless in South East Asia countries. Beside the universal coverage development, medical industry and medical tourism will grow in parallel with the increase number of middle and upper class community .
Demand wise, the market of health care services within this region is very potential. It is supported by increased economic growth, better transportation access, and less cultural barrier. In particular, hospital service will be one of the main commodities and it will be more influenced by cross-countries demand .
However, the quantity and quality of medical doctors, the core operators in the hospital, varies from one country to another within ASEAN region . Numbers of doctors, particularly specialist doctor, varied from under-staffing to over-staffing level. The types of hospitals were in a very huge spectrum, if classification is aggregated. The level of services provided and the available health care menu are also significantly different from one country to another. Factually, it will create a mobility of health care services and it can be a driver of globalization of medical services . Finally, it will create a mobility of medical doctors within the region.
To fulfil the demand for medical care in South East Asia, medical doctors migration across and from outside of South East Asia will increase4. Medical doctors can be from developed countries (USA, European countries, Australia), India, and from South East Asia countries. Although there are still subjects to domestic regulation and restriction, doctors may migrate more freely across the SEA countries and from other parts of the world5.
It is realized that there are still conceptual and contextual barriers to facilitate medical doctor's migration, even so within ASEAN region. The gaps on perception and regulation have been identified and they created barrier to accommodate the need of international doctors to work in each ASEAN country. The Eight Forum of Health Policy and System in South East Asia in 2014 will focus in this issue. The Forum has been implemented for 8 years and routinely conducted an international seminar and workshops in Indonesia, Thailand, Malaysia, simultaneously.

tujuanAIMS
The aims of this academic meeting are:

  • To describe global trend in health care services
  • To identify market potential from epidemiological and socio economic point of view in ASEAN
  • To identify the concept and vision of the 3 countries on medical doctor migration within ASEAN region.
  • To identify the health system development in the 3 countries to accommodate migration of medical doctor in ASEAN

 

VENUES and DATES
The Forum will be conducted in Yogyakarta, as follows:

  1. Day I : 13th Ma 2014 will be conducted in Auditorium Faculty of Medicine, Universitas Gadjah Mada, Jl. Bulaksumur Boulevard UGM Yogyakarta;
  2. Day II: 14th May 2014 will be conducted in Ruang Senat (2nd floor), Faculty of Medicine, Universitas Gadjah Mada, Yogyakarta

To achieve the aims, set of activities have been planned as follows:

Day 1: 13th of May 2014.

Topic A: Health System and the economic development in the changing disease pattern in South East Asia

    1. The epidemiology in South East Asia countries (speaker: Prof Hari Kusnanto, UGM Indonesia: The epidemiology trends in SEA countries, the environmental issues, and the needs for integration policy)
    2. The increased socio-economic status, the needs for universal health coverage, and medical industry development (speaker: Prof. Dato Dr.Syed Mohamed Aljunid Syed Junid, UKM Malaysia)
    3. The tiers health care system; is it a global phenomenon? (speaker: Prof. Barbara McPake, QMU)
    4. The current situation of medical doctors distribution and International Regulation (speaker: WHO expert).

 

Topic B: The demand and supply for medical care in South East Asia

    1. The demand for high quality services in South East Asia countries; the case of Thailand and Indonesia; (speakers: Prof.Supasit Pannarunothai, Thailand and Prof Laksono Trisnantoro, Indonesia).

EXPECTED OUTPUT
The discussion on doctor's migration and health system development in ASEAN is expected to yield several outputs as following:

  1. Clear view on global trend on health care services and the current state of international regulation to facilitate medical doctor's migration
  2. A set of description of doctor's migration concept from academic perspective of the 3 countries and an understanding on the gap of conceptual framework of doctor's migration in ASEAN countries
  3. Assessment of the 3 countries' level of readiness to set up the preparation of ASEAN community, in particular to develop the system of health care globalization.
  4. Inter-countries exercise to develop international curriculum to support standardization of medical doctor's competency within ASEAN countries

 

PARTICIPANTS

The forum is a media for experts and post-graduate students from many countries, particularly, Thailand, Malaysia, and Indonesia, to share idea, expertise, and research findings. For certain reasons, high-rank officers from WHO and relevant Ministries, are invited to present current global trend and current policy with regard to particular issue.

In this 8th meeting, the forum will be extended by providing blended learning model for the Indonesian participants. The program of blended learning is in the development process.

Participants can submit research reports , and case studies or studies (review ) related to appropriate with the topic above. Abstract submission must be submit by Friday, 28th of March 2014 at the latest.

Abstracts will be selected by the reviewer and the judges. Authors will be notified the acceptance of the abstract by electronic mail in the 2nd week of April 2014.

The Abstracts should be adjust the following format :

    1. Using English version
    2. Using Times New Roman Font Type
    3. Using Font Size 12pt
    4. Using the Format Paragraph 1.5 spaces
    5. Writing Structure Abstract
  • Title , Authors and Affiliation Full Name and Address Email Author;
  • Contains Elements : introduction (including the background and purpose) , research methods and materials , results and discussion , conclusions;
  • The number of words used in the title abstract not exceeding 18 words .
  • The number of words used in the abstract not exceeding 300 words .
  • The number of words used in the Keyword not exceed 5 words .

  1. Early bird registration and payment date is on Monday, 3rd of March 2014.
  2. Payment before 28th of March 2014 is encouraged (early bird rate is US$ 100).
  3. Payment made from 28th = of March 2014 onward is US$150.

 

 ABOUT THE FORUM

The main objective of the Forum is to provide a platform for postgraduate students (Masters and PhDs) to communicate their knowledge and experience gained during postgraduate works and to share with those who are newly enrolled in the programme. The recent updates on research methods and new research findings will be available through keynote address and plenary sessions by international speakers. The Forum is open to all postgraduate students in health system and policy studies across the world. Those conducting research on health systems and policy, health economics and health financing are invited to actively participate in this Forum. Students who are in the final stage of their thesis writing and those graduated recently are invited to present their research outputs in this Forum.

Note: For Buddhist participants: On 15th of May, there will be Waisak ceremony in Borobudur Temple in the evening.
